When you go to Four Island, go as far to the right as possable, then go to Icefall Cave. If you're lucky, you will find a Lapras. You can also get one in the Silph Co. building. A guy will give you one, but you need to beat Gary first and then go to the guy in the same room. In Icefall Cave (Four Island) there is only one room in which you may capture a Lapras. It is the same room you find Lorelei in when she dissapears from the Pokemon League. Use Surf on the large area of water in that room and you may come across a Lapras. However, it is very rare to find one there.

No, you don't. In Fire Red/Leaf Green you get Lapras in Silph Co.

It seems like your talking about Pokemon Red rather than Pokemon Gold because in Pokemon Red,Lapras is in the Rockets hideout in Silph Co in Saffron City where i believe your given Lapras by someone (Bill??) near the top of the building... But in Pokemon Gold,Lapras is found deep in Union Cave which is between Violet City and Azalea town, But the Lapras is only there on Friday Mornings,so if you go there any other time the Lapras won't be there...
If by ash you mean Red, then RED uses three waters, blastoise, gyradoes and lapras, an ice type lapras, pikachu, an electric type, poison and grass, venusaur, a fire and flying type pokemon, Charizard, and a normal type pokemon, Snorlax. so technachlly he uses 11 types.

For Pikachu using a Ground-type such as Golem or Rhydon would be the best option since Electric attacks cannot hit Ground-types, a Fire-type such as Charmeleon or Blaziken would be the best option for Venusaur, a Water Pokemon such as Starmie or Feraligator would be good options for Charizard, an Electric Pokemon such as Pikachu, Raichu or Jolteon would be good for Blastoise, an Electric Pokemon would also be good for Lapras and a Fighting Pokemon such as Machop, Machoke or even Machamp would be a good option for Snorlax.
