Where to push the boulders in seaform island on leafgreen to catch Articuno?

just push all the boulders in any hole that is possible then after you do that go to the water and surf there should be no current then go on a platform and talk to articuno but I would save in front of articuno.

As soon as you leave the Seafoam Island's exit it will reset.
