I am sorry to say, my friend, that you can not. It is not possible. An azure Flute is an event item used to summon arceus, and is not available normally in game. HOWEVER!!!! If you have wi fi at your house, you might be able to get the azure flute online as a mystery gift. I hope i have answered your question.
