this is actually really simple. do you remember the desert where you got the claw or root fossil? in that desert, a certain Pokemon called Trapinch is always attacking you. when trapinch evolves, it grows wings and becomes Vibrava (at least i believe that's the name). Vibrava then evolves into Flygon!
however, a word of advice. flygon does not have particularly strong base stats, and to be of any use in a battle, you will need to EV train it from the moment you catch it. I suggest giving it lots of special attack evs.
A good move set for your Flygon is -
Sunny Day
Solar Beam
Flame Thrower / Fireblast
and finally a powerful dragon type move.
sunny day allows solar beam to NOT have to charge! Solar beam does not have to charge, and you get to deal out the damage immediately. coincidentally it also boosts FIRE TYPE ATTACKS!
This makes use of flygons ability to make use of both fire type and solar beam.
I added a dragon type move because flygon gets STAB for dragon type.
An Alternative would be calm mind or another stat building move, but i don't recommend this because you are already wasting one of your turns to use sunny day.

The strongest dragon type in pokemon Emerald, Sapphire and Ruby, is the legendary pokemon Rayquaza. In terms of non-legendary pokemon, both salamance and flygon are strong dragon types.
You can't make flygon learn Draco meteor in emerald Sapphire and ruby, but you can migrate flygon to d/p and platinum then try to find a house in the foggy area the psyduck were blocking if you talk to her she will teach one of your Pokemon Draco meteor but your Pokemon have to really like you so she can teach Draco meteor. Uhh, dude Flygon simply can't fly to a legendary pokemon.
Not to burst your bubble, but you actually can not catch Flygon in Pokemon Sapphire. But, don't become sad yet! You cancatch a Trapinch in Pokemon Sapphire, which evolves into Flygon. First, train your Trapinch up to Level 35, which will evolve into a Vibrava, the last evolution to Flygon. This really helps though: If you have got an Experience Share, (or Exp. Share) let your Trapinch hold it, and when you win a battle, some experience is given to the Pokemon holding the item, so you do not have to switch from your Trapinch, to your tough Pokemon. Then that Pokemon would gain the damage. I would suggest beating the Elite Four, which will make your Trapinch gain levels thoroughly quick! Once Trapinch evolves into Vibrava at Level 35, you are really close to getting your Flygon. Once you beat the Elite Four to train your Trapinch to Vibrava, if you chose this method, and you still haven't gotten Vibrava to evolve into Flygon, beat the Elite Four again, (which was easy for me, because I traded my Level 100 Blastoise and Level 100 Alakazam and kicked the Elite Fours' butts), and if Vibrava still hasn't evolved, beat the Elite Four again. Oh, yeah, I will do a little chart so you won't get confused:Trapinch evolves into --> Vibrava at Level 35Vibrava evolves into --> Flygon at Level 45Oh, and if you see a video showing you that you can get a Flygon egg, you cannot. But, you can get a Trapinch egg if you breed one with a Ditto, if you want two Flygons, but overall, it's impossible to get a Flygon egg, unless you cheat, hack, use GameShark, or use ActionReplay. I have gotten my Flygon now, and I am very happy; overall, my favorite Dragon Pokemon. I hope you enjoy your Flygon after all of these steps! well you cant get flygon immediately you need to catch first a vibrava and evolve him to flygon at level 45. Hope i helped!!
