You can't without a cheat or AR (Action Replay) If you don't have an Action Replay, you can go buy one at Wal-mart for $20.00. To get those Pokemon, you must have the 999 master ball cheat. Then, you must throw away as many as you need to. for Example, I want Pokemon number 100. So I just throw away 899 master balls. Then, when you have 493 master balls, go into grass (I suggest going into the Battle Region for higher levels) and press down your L button while walking. Then, that Pokemon should appear. Then, you can use those master balls to catch the Pokemon. (Another cool thing about this is that if you want a starter Pokemon, you can get it in both genders, not just male.
