(You must know surf and dive) Well, you can find it when you go to the abondoned ship on route 108. Once you enter, go down the steps at the corner to the upper right. Then literally go straight down into the room. A diving spot is there. Dive and then go left all the way until you see a cavern, enter the cavern. There are 6 rooms, go to room 3 and look for a sparkle at the top right, pick it up like an invisible item (Its a room 1 key). Go to room 1 and repeat the process, find the sparkle and click on the right one (some may be trash, but there is a key). And then when you get all the keys, you go to room 2 and the scanner is there.
If you go back to where you dived and go back to the entrance spot you dived at on the way to the scanner. You leave the room and go to the far right up the stairs. Go outside at the bottom left and upsteps is a scientist dude. He wants you to deliver it to captain stern at slateport. Go there and enter the boat docks torwards the North East side of Slateport, a guy will either give you a deepseatooth or deepsea scale for it. Choose one and equip it to a clamperl (If you trade the clamperl with a friend on "Link", it will evolve either to a huntail or Gorbyss)
Huntail = Deepsea Tooth
Gorbyss = Deepsea Scale
