It pops up randomly, like all of the others. I suggest that you just go into one of the dozens of chambers and wait until it pops up, and use a quick ball. At least, that's what I've found on Pearl and Diamond. I've caught every single one in Pearl, and in Diamond, I've caught all of them apart from J but hey, I'm still trying.
