If you are referring to a man dressed in green who hands out mystery gifts, he is not set in any specific city. In fact, unless you have Pokemon Battle Revolution for Wii and a fair number of points, he is not in any city at all. If you do have Battle Revolution, then you can shop for mystery gifts such as berries, evolution stones, health-restoring items, and TM's. When you buy these gifts, each requiring thousands of Poketopia coins, the Wii starts automatically searching for your DS. When you restart your DS game after the gift has been sent, enter any Pokemart and there will be a man in green standing next to the counter. Talk to him and he will give you whatever mystery gift that you bought in Pokemon Battle Revolution. Hope this helps!

You can't trade Pokemon between Pokemon Diamond/Pearl and Leaf Green/ Fire Red, although you can migrate Pokemon from Leaf Green/ Fire Red to Pokemon Diamond/Pearl using Pal Park, which is in Route 221. (Available after deafeating the Elite Four and Champion).You don't trade, you simply Export from Fire Red and Pokemon, once on Diamond/Pearl can not be sent back to the original game.
