The Pokemon Lab is located on Cinnabar Island, near Blain's Pokemon Gym. This is also where you take the fossil you found in Mt. Moon; either the Helix Fossil or the Dome Fossil.
The Old Amber is reanimated into Aerodactyl (VERY GOOD).
The Helix Fossil is reanimated into Omanyte, which evolves into Omastar.
The Dome Fossil is reanimated into Kabuto, which evolves into Kabutops (VERY GOOD).
