Go to Cerulean City and go downwards so you are right below the Mart. There is a "cuttable" tree. Cut it and go down through the fenced area. The house at the end belongs to the day care man. If you can't cut, there is a house with a police man outside of it. Go in it. It appears to have been robbed. There is a hole in the back wall. Go through and follow the path straight down, it will lead you to the same area that is at the end of the place with the "cuttable" tree I told you about earlier.
There are two day cares in fire red. The first one is south of Cerelean City and it raises only one Pokemon at a time so you can't breed. The second one is in 4 Island and you can only get that after you get the National Pokedex and get the Ruby for Celio. That day care raises two Pokemon so you can breed.
