Well there is no exact clothes rack but if you want to COMPLEATLY change their outfit click on a dresser and press plan outfit but if you want to let say change their clothes from the ones you have click on the dresser

I have the Sims 2 so this answer may differ, but try anyways. For Sims 2, you can call a taxi to take you to a community lot with clothes for sale. It will usually say in description. Then, when you get there, you just click on a clothes rack and start shopping!
