down the street from the Pokemon center in celadon. you should be able to see a boy looking out at trees from the street that building i believe to his right is the mansion, or it is on the left. also when you talk to him he tells you that he got tea from an old lady and it is hot. inside if you talk to her you get tea. give it to the guard at any passage way to saffaron and you can go to saffaron.
