There is no blocked gate, just a thirsty guard who won't let you past them and get into Saffron city unless you get them a drink from the Celadon Dept. store from the vending machine. All four guards won't let you past, by the way but the good news is that you only need to buy one drink because they all share the same drink.

I believe the forth gym in Blue is Erika of Celadon City. All you need is HM Cut, which you get in Vermillion City. You may also have to defeat Team Rocket in the Celadon City's Silph Co., but I'm not sure.

The guard is only guarding to saffron city. Do you go into houses? The way you get to celadon city is to go to the house on top. Follow the road until you reach the stairs. Go out the door and you should be in celadon

sadly no you cant get into the underground tunnel from celadon to lavender but you can take the one from cerulean city to vermillion city though.
