In fire red you have to first beat 7 gyms. In the eighth gym you will VRS team rocked boss. I recommend using a water type level 50 or higher. After you have beat the eighth gym, head off to the Pokemon league! I believe their highest leveled Pokemon is in level 60 something. Than you need to capture 60 Pokemon. Now, after you have captured 60 Pokemon, you have two choices. You can either go and get the ticket that allows you to go to all of the islands or you can go and capture mewtwo in the town where Misty's gym is. There is a cave that you have to surf to and it is located left of the golden bridge. Once you are at the entrance of the cave, talk to the guy blocking the entrance and he should let you pass. Go through the cave and you will catch mewtwo! Mewtwo is at level 70, so be prepared. At the 8 islands, I am not too fimilar where team rocket's base is on the 8 islands. when you do this mission you head to Cerulean Gym. A Team Rocket member should come out and bump into you.....follow him towards Cerulean Cape and battle him. Once you win the battle he'll tell you he hid it in the gym. It should be somewhere in the tubes on the left side of the gym. If the team rocket member doesn't come out of the gym then you need to do some other things before you are able to do this mission.
