I know because i beat white like 2 times and i always see him in his house all like i used to be team rocket member but team rocket go bye bye.

There is no way to get Professor Oak to call you on your Pokégear Phone in order to alert you of Team Rocket in the Kanto region in Pokémon HeartGold. A Professor does call you to inform you on Team Rocket taking control of the Radio Tower in the Johto region in Goldenrod City after receiving 7 Gym Badges after defeating 7 out of the 8 Gym Leaders there however Team Rocket never takes over the Radio Tower in the Kanto region in Lavender Town at any point during the game.
