You should then go to sky pillar and awaken raquaza (Sky pillar is east of pacifidlog town and to find it you should follow along the top towards the rocks and if you keep going east you should see a path that leads north if you follow it there should be sky pillar, you CANNOT battle him yet so don't even try. Once you are on top you should see raquaza, walk up to him and press a. He will fly off as should you and go back to sotopolis. as soon as you get there a short animation will start. then you should talk to both of the bosses and Wallace the bosses will leave and then Wallace will move to the left and you are free to conquer the eighth gym. After that ret the mach bike and climb to the top of sky pillar where you can battle rayquaza. He is level 70 so I suggest using the master ball.
