To build the kite go to the forest and pick up some sticks and add them to the blueprints. Go to the ski village and go into the wooden cabin and go up the ladder. When you are upstairs pick up the string next to the carpet and add that to the kite. add the kite to a tracking device. When you are done doing all that go to the mountain and get the kite and device out and click on the top of the sign.
