HM02 (Fly) will be given by your rival (Brendan/May) when you are just about to reach Fortree City. You have to beat Winona first and get the Feather Badge.
After Battling your rival across the bridge (outside the entrance to fortree city) they shall give you the HM for fly as a present, just like they gave you the itemfinder.
Right after you beat your rival the 3rd time you get hm02 or fly
You can get HM02 Fly after defeat your rival near weather institute (The way you go to Fortree City)
Upon Going to Fortree City After Defeating Team Aqua at The Weather Institute You will run into May/Brendon. He/She will Challenge you to a Pokemon Battle And Upon beating Him/Her, He/She will give HM 2 Fly.right after you beat your rival the 3rd time you get hm02 or fly When you beat Fortree gym leader go through grass on rout 120 and find a bridge and Steven on the bridge and he gives you fly.
