In Pokemon Red (and the other Generation I games), these are the locations of the fishing rods:
Old Rod = Vermilion City from the Fishing Guru
Good Rod = Fuchsia City from Fishing Guru (the older brother of the Vermillion Fishing Guru)
Super Rod = Silence Bridge from Fishing Guru (another brother)
(In later games there is a fourth fishing brother at the Lake of Rage, in Johto.)

There is a house to the left of the Pokemon Center in Vermilion City where a fisherman is he will give you the Old Rod, in Fuschia City two houses to the right of the Pokemon Center is another fisherman with the Good Rod, east of Vermilion City is a harbor if you go south from there you will find a house with a blue roof. In there is the last fisherman with the Super Rod.
