The way to get the electrizer, that I know of anyways is through the Pokewalker.
On certain paths you can take 'a stroll' on, you can use the dousing minigame and search for items. The electrizer and the Magnizier(unsure on spelling) are one of the really rare items to get, during the dousing minigame, but if your up to walking alot and searching for it through that game, then that's your best bet.
If you want to just flip off that idea, get action replay and just use a code to get all items in game.
*not sure if there are codes out for NA or EU yet*

Electivire is only in Pokemon Diamond/Pearl/Platinum, so it doesn't exist in Silver. To get one, you must trade Electabuzz while it is holding a electrizer, which is only found in Diamond/Pearl/Platinum, and it is not possible to trade between those games either.
