Well first you go into the Ski Village to get the candle, there is one bye the couch. Then you have to go to the light house to get a net and rope attach them together. Then go back out to the ice fishing area (where the monster is) then hang the net and rope up and set the candle on the trap.

It targets two monsters. Cards like Obelisk the Tormentor is fine with that, it cannot be targeted at all. Cards like Chaos Command Magician are not though, CCM can only protect itself from monster effects that choose one target. Penguin Soldier could bounce him, and another monster.
