It targets two monsters. Cards like Obelisk the Tormentor is fine with that, it cannot be targeted at all. Cards like Chaos Command Magician are not though, CCM can only protect itself from monster effects that choose one target. Penguin Soldier could bounce him, and another monster.

Does 'By Order of the Emperor' target 'Obelisk the Tormentor's effects?
There's a few issues here. - By Order of the Emperor can only be used against a monster effect that 'activates' when the monster is Normal Summoned. Obelisk has no effects that trigger from his own or any other monster's Normal Summon. His protective effects are all continuous, and BOotE cannot be used against his Ignition Effect. - Obelisk's summon cannot be responded to. So even if he did have a Trigger that could activate when he is summoned, BOotE could not chain its effect anyway. - By Order of the Emperor does not target the monster it is used against though. It is being used against the effect (you do not 'target' effects. Divine Wrath could be used against the activated effect of an untargetable monster). So to sum up, By Order of the Emperor cannot be used against Obelisk in any way. Cards like Divine Wrath can be used against Obelisk's Ignition Effect though, they do not target Obelisk.
What happens if your opponent attempts to equip Inzektor Hornet to their monster but you chain Book of Moon to Set their monster in response in Yu-Gi-Oh?
The Equip happens on resolution of an Ignition Effect. Book of Moon can be chained to that. The target monster will flip face-down and then the Equip effect will resolve without effect because it can't equip to a Set monster. Inzektor Hornet will not move from whatever zone it started in.

Monster Tokens are considered Monster Cards for all intents and purposes, except that they cannot be flipped face-down, and 'cease to exist' if an effect destroys them or tries to remove them from the field.

In general, if one effect tells you to do something, and another effect says you cannot do that thing, the can't effect will win out. So if a monster says it must attack, it doesn't win out over an effect which says it can't attack. If a monster can attack all of the opponent's monsters, this does not override the effect which makes one of them unable to be selected as an attack target.

No, looks like a bit of confusion between selecting something as an attack target and selecting something as the target of an effect.'Attacking' a monster means to enter the battle phase, select an attacker and an attack target, and compare ATK/DEF as appropriate. When Naturia Beans is selected as an attack target, it deals 500 damage to the opponent.Targeting something for an activated effect though, is not an 'attack'. So consider something like Caius targeting it with his removal effect, Penguin Soldier targeting it as one of the monsters to return to hand, or Swarm of Scarabs targeting it with the destruction effect. None of these are selecting it as an 'attack' target, and so no damage is dealt.

No. Remote Revenge switches the effect to an appropriate monster, and the only appropiate target for Sakuretsu Armor to destroy is an attacking monster.
