This one toook me a while. You know the Check-in Lobby Room? Well, Right outside (up) go left and turn forward (just turn) press A . If you still don't find it, try using your hidden ungerground items poketch app. Its around that area.
That answer helped me so much, but I'll clarify it a tiny bit. Walk out of the lobby, but don't move forward. Move one space to your left so that you're up against the wall kinda thingy (the cliff?) and then face up. Don't move up, just face up.
