Go to Iron Island and help Riley. Get to the end make sure you have a spare space in your party, and he will give you an egg. Hatch it and Riolu will come out. Riolu evolves into Lucario by two different ways.
1: make Riolu share a very close bond [check doctor footstep] with you and level it up it will evolve into Lucario
2: Get it to level 30 it will evolve then
Also, Riolu hatches at level 1
