easiest way I have found for getting the female nidoran was by trading a male nidoran for a female version. You can make this trade south of Cerulean city, in the small house with the stairs to the underground passage in it. A little girl is willing to trade her female nidoran for your male version.

Sorry but you can't. Nidoran is not available for capture in the wild on Sapphire. I dunno if someone will trade you one within the game; but I got my Nidoran female out of my Fire Red game. I own Fire Red, Leaf Green, Sapphire and Emerald. Good luck getting it!
