when u get an Shellder. the only way to evolve it is using a water stone! sadly, i used my water stone on my eevee a long time ago! (i am mad at myself)
fishing is a good way to find one. check for its area locations in the pokedex, then go fishing there. if u don't have it in, go fishing around the docks or vermilion city, that's where i found some.
