You have to beat the elite four. Then you go to snowpoint. When you get there (i recommend flying of course) go left, up a little, left, up, left, down until you run into the female or get close to running into her, left until you are above the sailor, then down until you can talk to him. When you do talk to him, say yes. You are now in the fight area. If you have been here before, go to battle park. If not, well, I don't remember what happens, but still try to get to battle park. Battle in the single battle room until you get 48 battle points, then keep battling if you want or exit. When you exit go to the place that kind of looks like a castle. Enter through the left entrance and speak to the woman behind the counter. Go all the way down to the very bottom. It will say, "Rare Candy 48BP" and so you press a, say yes, and voila! A rare candy for you! A tedious process, I know, but it's worth it. After you've been to the fight area at least once you can just fly there whenever you want.
