to get to it you need to 1. beat the Pokemon league 2. have 60 Pokemon total. then you must go talk to professor oak in pallet town and he will give you a national dex. now go to vermillion (however you say it) and go to 1 island. now talk to celio and do all this stuff in between and after you get back from his task he will give you a rainbow pass. now you can go to 4-7 island. the breeders place is on 4 island. cant miss it.
