Bulbasuar is one of the first 3 starter Pkmn. And is not wild nor will it ever be. My advice since your a newb and all is get all three starter pkmn. The game is about catching all 150 pkmn. Trade from friend or purchase the Leaf Green version with an adapter cord and trade all the Pokemon you can. You will learn that all Pokemon have their strengths and weaknesses. It will be fun.
Its totally LAME if you cheat though.
The only way is to choose him at the beginning of the game. I know, it sucks.
