You have to catch a wild pikachu that has one on it. It could take a while considering that you can't tell what its holding until you catch it.
OR- I recommend you get snorlax with covet(40pp) which steals any held items on hit, so u dun have to catch it. Or any with the move steal. works the same way just that steal has 10pp.
