What you do is go to the Wheather Institute and talk to the researcher on the 2nd floor. He will tell you about a drought or storm on a route out there. For kyogre, look for a Dive patch in the ocean that wasnt there before. you know what to do. For Groudon, go to a route that has a drought. look for a cave that wasnt there before. you know what to do. Save before entering these caves.
