EDIT: The easiest way is probably to just go to ANY general store.

You can buy a bowl at the Grand Exchange (ge) inNorthwest Varrock. The prices as of July 28 2009 are: minimum: 10 Market price:11 Maximum:12

Directions: Standing by the fountain in the main square of Varrock (the large city north of Lumbrige for new players) go west along the road until you reach the west bank (marked with a $ on the mini-map) head straight through the bank and follow the dirt path north until you reach the Grand Exchange, with two statues of a hand holding a few coins decorating the entrance.

Note: To use the ge you must take the tutorial from one of two men standing past the 'inner ring' (where it changes from dirt and grass to stone) the man dressed more colorfully and the easternmost of the two is the owner and will show a video to accompany the dialogue, where as the other man (the official ge tutor) will just go through a quick overview of how to use it.
