You can buy a Mithril Pickaxe from Nurmof's Pickaxe Shop in the Dwarven Mine, but beware of the much more expensive price offered by the shop. You can also buy it off of the Grand Exchange for the best price in RuneScape shops. It's also possible to obtain a Mithril Pickaxe from monster drops from Living Rock Protectors, Dagannoth Rex, and Living Rock Strikers.

You can buy a steel pick axe in the Grand Exchange (G.E.) in Varrock, or buy it at the pickaxe shop in the Dwarven Mine in Falador, but this is far off from the main pathways of most players and can be hard to reach in some cases. The prices at the Grand Exchange are also the best out of all. With a high enough smithing level, you can also smith your own steel pickaxe. (only if you are a member)
Adamant Dragons do not exist. The highest-tier metal dragon is still Mithril.
To obtain Copper you must either trade with other players, buy Copper at the Grand Exchange, or mine it in a mining site with a pickaxe.
The easiest way to get it is to buy it from the Grand Exchange. There is also a plateleg shop from which you can buy it, but it's actually more expensive there. Yet another way to get adamant platelegs is to smith them yourself, from adamant bars - but this, too, is more expensive (due to the price of the bars) than actually buying the platelegs on the Grand Exchange.
