he appears in the burned tower(after facing your rival)in ecruteak city .next,you will find suicune in ciawood city at northern part where you can use the hm rock smash where he see you and starts dancing or running around you and flees.next you will see him at corner where apricorn trees grown near monogany town ,as soon you use cut to destroy the tree in the path and move forward he will react and push you out of the way and then flee to kanto.after winning the johto league and doing some activties ,he will appear at vemillion city(on the water)and flees to a certain route ( i think that route is near fuchsia city not the bike path)and he stops at bill's cape in cerulean city ,where he will battle you but be careful he's in lvl.40. pls. note that suicune will not appear in bill's cape until you spoil the gym leader misty's date with another boy and defeating her in the cerulean gym.
