As far as I can remember there is only 1 Imcando Dwarf in Runescape which interacts with the player. You can find Him near Mudskipper point, South of Port Sarim. If this is the first time meeting him, you will need to bring him a Redberry Pie; which can be bought or made.
This Dwarf is also a skill master of smithing, and can sell you a skill cape once you reach 99 in this level.
