In Pokemon emerald you want to evolve your Lombre into a Ludicolo sooner for higher stats but it will learn hydro pump at level 49 as a Lombre but it cant learn it at all as a Ludicolo so you want to.?
It would be best, in my opinion, to just evolve it into Ludicolo. The physical Pokemon is more important then one move.
