right before the 8th gym prof oak/elm ( one of those to, don't remember which) calls you that a strange thing is going on, on the radio you can only hear team rocket on it. now you should go to the radio tower, and save it. after you've done it, the person which blocks the 8th gym door now did a step to the right so you can enter.
at least this is how it works in crystal, but i don't think its different in soul silver
