You cannot go into any other floors except for the very first floor in the Kanto Radio Tower in Lavender Town.

Where is the guy who gives you 2 radio card on Pokemon hg?
You cant get 2 radio cards from the same guy. First go to the radio tower in goldenrod city. Talk to the reception lady on the right on the first floor she will give you a radio card. next further on into the game, when you are in the kanto region, talk to the guy at the radio tower in saffron city. he will give you the 2nd expansion to your radio card. If the radio tower isn't there go to one of the major citys in kanto because i cant remember which one has th tower.

first you have to have 7 badges. then go back to goldenrod and team rocket will have taken over the radio tower. you'll have to have the team rocket uniform on to get past the grunt on 1f. on 2f, there will be a couple of grunts you'll have to battle. you can go to 3f from there.
