This depends on what game you are playing. In Emerald, after you beat the Elite Four, there will be a TV broadcast talking about a drought. Go to the route they name and find the cave. Inside the cave will be groudon. In RUby, before you can battle the eighth gym leader, you will have to battle groudon. You cannot catch Groudon in Sapphire
