Head back to Celadon City and go to the left, get HM FLY from the little house blocked by the bush (use HM CUT to cut the bush) then go to the Bike Path (Cycling Road), go all the way down to Fuchsia City. There your next gym awaits.
For the GBA Game, Pokemon Yellow Version, you can get to Vermillion City by using the underground pass just south of Cerulean City. You can NOT walk through Saffron if you are that early in the game.Buy a guidebook, by the way. If you can't figure out how to get to a city, please, do yourself a favor and get a guidebook. Saffron is harvested by drying the orange stigma of the Crocus sativus flower over fire. Over 200,000 crocus stigmas must be harvested to produce one pound of saffron.
There are two ways to get to Saffron City. One way is to have 2 Fire Red/Leaf Green, but 1 of them have to be able to buy fresh water. You trade over the fresh water to the other Fire Red/Leaf Green and give the fresh water to the guard. Give it to any guard. Another way is to Get to Lavender Town, located east of Saffron City, then take the underground route to Celadon. (You have to go through Rock Tunnel to get to Lavender Town) When you get to Celadon City, go past the 3 little houses beside the Pokemon Center, and into the big hotel, the sign will say "Celadon Mansion". Go into the mansion and talk to the old lady in the 1st floor, she will be next to a Meowth. She'll give you "tea" and give the tea to the guard. Then they'll allow you to get to Saffron City.

Go to Celadon city and enter Celadon mansion. On the first floor talk to the old lady. She will give you some tea then go to the gate leading to Saffron city the guard will ask for your tea and he will let you passOpen up your town map and move your cursor toward the dot around the middle of the map that should be saffron city, it's between cerulean city and vermilion city, it's also between lavendar town and celadon city.
Take the test at the beginning over and over again until you get a satisfactory pokemon.
The more gym badges you have the better the items you can buy at the POKEMART or you can just find one with the itemfinder which you get from proffeser oaks aid once you have 40 Pokemon registered into your pokedex. You generally need ultra balls for Pokemon over level 35 and i think once you beat koga(fushia city) or Sabrina( saffron city ) i think you should be able to buy ultra balls.

The only way to do this is have another game that has a Pokemon that knows Cut, and trade it over. Otherwise, you'll have to go on the ship to get the HM yourself, and it'll sail away.
