well, that depends on which level the Pokemon is. A manectric of lvl 100 is stronger dan a pikachu of lvl 32. But a pikachu of lvl 100 is stronger than a manectric of lvl 32. So if you want your pikachu to be stronger than your manectric, you just have to train it to a higer lvl than manectric or go and check their stats when they are at level 100 and the Pokemon with the higher stats is better. But when you give a Pokemon a rare candy, their stats become lower, so its better to train them in a Pokemon figh, so try training them against water or flying types.

All in all, there are 5 fire types. Chimchar, Monferno, Infernape, Ponyta and Rapidash. Only two different basic fire types, which isn't a lot to choose from. But if you didn't choose Chimchar as you starter, nothings better than a Rapidash.
A bunch of Fire types are good. It depends on how you train them, and what you teach them. Like, even a little Slugma can be pretty decent with good training. Higher caliber Pokemon, like the final evolutions of the Fire type starter Pokemon, and legendaries, like Moltres and Entei, are usually stronger. Pure Fire type Pokemon include: Charmander, Charmeleon, Vulpix, Ninetales, Growlithe, Arcanine, Ponyta, Rapidash, Magmar, Flareon, Cyndaquil, Quilava, Typhlosion, Slugma, Magby, Entei, Torchic, Torkoal, Chimchar, Magmortar, Tepig, Pansear, Simisear, Darumaka, Darmanitan, and Heatmor. All of these Pokemon are weak to only Ground, Rock, and Water, whereas some Pokemon, who are only half Fire type, may be weak to more types than that. So, to answer your question easily, the stronger the moves, and the higher the stats, the better the Pokemon. Personally, out of the pure Fire types, I would suggest Arcanine, Typhlosion, Entei, Magmortar, and Heatmor. They all have very nice stats, and they learn some really great moves. Blast Burn, Blue Flare, Eruption, Fire Blast, Flare Blitz, Flamethrower, Fusion Flare, Heat Crash, (when the target is smaller than the user) Magma Storm, Overheat, and V-Create are all wicked moves for Fire types.
Red/BlueThey have diffrent catchable Pokemon. You can catch Ekans in Red but not in Blue. And Water Pokemon are stronger in Blue. Fire Pokemon are stronger in Red. Charmander can beat Squirtle (Rival's Pokemon) in Red but not in Blue.
