In New Bark Town Surf on the river by your house it leads you to Indigo Plataea. The Elite 4 is located there. You should beat them and then go on the boat in Olivine. The boat takes you to Kanto. Talk to Oak and Elm. Go to the top of Mt. Silver. and defeat Red. His Pokemon are around level 88 so be prepared!
