im not 100% sure but i think they can if chansey is holding the oval stone. im really not sure if this will work i suggest giving it a try.

i don't have a misdreavus but i would try to get it at a level 30-40 if that dose not work then use a stone to evolve it something like a dark stone would work. i hope this helped even though i don't really know. :)
