Eevee CAN envolve into 2 pokemon without using a stone but this requires a few things. Make sure it fights in alot of battles and use the soothe bell. The pokemon it can evolve into via happiness are Umbreon and Espeon. Umbreon is dark and Espeon is psychic.
They both evolve at a certain time though. Umbreon at night (6:00pm to 5:00am and espeon in the day (5:00am to 6:00pm. Both of them need to friendly toward you. There is no level that they need to involve on as long as they are really friendly. If you don't know, go to Goldenrod City and one of the buildings has a lady in there that will tell you if your pokemon is friendly towards you or not.

You must find a special stone (fire stone, moon stone, ect.) and give it to your eevee to evolve it. It evolves according to the stone you gave it. For example, if you gave it a fire stone, it would evolve in to the fire eevee.

In Pokémon Red, there were only a total of 3 evolutions for Eevee and they were Vaporeon, Flareon and Jolteon. In order for it to evolve into Vaporeon, you would need to use a Water Stone on it. You want both? Well, to have both I would breed the Eevee. So then you could evolve one Eevee into a Glaceon, and the other is still the same Eevee. You evolve Eevee into Glaceon when your near Snow Point City, you'll see a ice rock in the middle of some grass. Level Eevee up somewhere near that ice rock, and it should evolve.
