In my opinion, no it only is good for putting your opponent to sleep and a body slam. There aren't many other effective moves for a jiggly puff. As a Pokemon character, you should never get a Jigglypuff. Jigglypuff is a very weak normal type Pokemon, and pretty much every normal type Pokemon is what you should avoid. Jigglypuff's evolved form, Wigglytuff, is still not that much better and can easily be defeated with a fighting-type move. Actually, if you train Jigglypuff to a very high level (i.e level 80) it can be a very strong Pokemon if you evolve it with a Moon Stone. The HP that Wigglytuff and Jigglypuff have are highly above average and can rival and even beat legendary Pokemon on Hp stats. I am pretty sure it can learn Focus Punch and Body Slam so it can be a very useful Pokemon if you use it right. As a Super Smash Bros. Character, if you know how to use Jigglypuff, she is one of the best characters.

To get a bollosom,you have to get a gloom and a stone called "sunstone."Give the sunstone to gloom and it should evolve into a bollosom

Igglybuff evolves with high friendship. Try giving it haircuts with the haircut brothers below Goldenrod City or talk to Daisy in Pallet town from 3:00 to 4:00. when it is really friendly with you, level it up and it should evolve.
