In Red and Blue, it learns Confusion at Level 12, two Levels after it evolves from Metapod. In every other game, it learns Confusion at Level 10, as soon as it evolves from Metapod.

Venusaur learns solar beam at level 65 in Red, Green, Blue, Yellow, Gold, Silver, Crystal, Ruby, Sapphire, FireRed, LeafGreen, and Emerald. But Venusaur learns solar beam at level 53 in Diamond, Pearl, and Platinum.
That is a problem. Dialga has a better signature move, but Reshiram has a higher special attack when EV trained. I prefer Reshiram because of the higher speed. Dialga is better when defending because it has a whopping 11 resistances and is pretty powerful. Still, it all depends on the move set and the nature. Here is the info. Reshiram: Mild or Rash nature. Give it a shuca berry. Moves: Fusion Flare, Blue Flare, Dragon Pulse, and Dragon Claw. Dialga: Mild, Rash, or Hasty nature. Give it a shuca berry. Moves: Roar of Time, Dragon Pulse or Dragon Claw, Flash Cannon, and Iron Tail. None of these movesets cover weakness. These are for purely attacking, and it works for me. It depends on what generation of games you are playing, but in the 4th Generation it learns Triple kick at level 19.
