It depends on how you train it. You can actually make it stronger than legendaries. And I mean any, not just the Fire ones. I'm talking about training any pokemon, to make it stronger than any legendaries.
well since firered and leafgreen are remakes of red and blue then the only legendaries you can catch are the first 4 zapdos, articuno, moltres, and mewtwo im not sure if mew is in it or not i never realy got around to finding him
There is no way to ONLY encounter fire pokemon, there are places where there is a high rate to catch fire pokemon. But there is no place where you can only catch fire pokemon.
