Use an X-Speed to increase your Pokemon's speed during battle, but beware that this gives your foe a chance to attack during the turn in which you use the item.

The Quick Claw hold-item has a 3/16 chance of letting your Pokémon attack first, but it isn't used for outspeeding moves like Quick Attack. Therefore, the Quick Claw shouldn't be primarily depended on for frequently increasing Speed.

Pokémon's Speed (as well as all other stats) usually increase as their level increase.

If your Pokémon is slow, maybe even one of the slowest Pokémon, then you can use Trick Room to allow slower Pokémon to move first.

Psychic, Ghost, Fighting, Electric, and Dragon-type Pokémon often naturally have high Speed.
