In the main games, there are no items that lower a Pokemon's level. However in the spin-off, Pokemon Mystery Dungeon, there's an edible item called the Doom Seed which will lower the level of the Pokemon that eats it by 1 level.
Porygon? It doesn't evolve at a level. You need to trade with a certain item attached to Porygon.
It doesn't evolve from level, you have to give it an item, the razor fang, I think, and level it up at night, any level.
it evolves at level 35 but you might be lucky and get it at a lower level

A character that is equiped with a lot of items that they should not have access to at their level is said to be "twinked out". This usually occurs when a high level character passes an item down to a lower level "alternate" character. The lower level character is sometimes then refered to as a "twink". E.g. "I'm going whto pass this sword down to my level 10 twink and pwn all the noobs!"
This question cannot be answered. You will have to tell me what you are wanting.
In the main games there isn't a way to reduce a pokémon's level, but in the Mystery Dungeon games there is a seed called Doom Seed that lowers the pokémon's level by one.
