You must go to professor oak then after talking to him go to pokemon league battle again the elite four when your done batlling the elite four you will recognize something that the champion is gone and then there is a fat guy that will say to you if you want to replace the champion say yes beacause if you did that he will give a level 50 lugia or ho-oh youl have to pick on the two
